基于数量化理论的露天矿安全风险评价

Safety risk assessment of open-pit mines based on quantitative theory

摘要: 为提高露天矿安全管理水平,以黑山露天矿为例,基于人员因素及管理制度、边坡管理及防治、采场安全管理和交通运输安全管理4个项目,建立17个子项目和52个子类目的综合评价指标;采用数量化理论优化指标赋权,并结合综合指数法,对该矿作安全风险评价。结果表明:露天矿风险状态受多指标综合影响,危险指数越大,风险等级越高;管理系统中人员流失、安全作业技术措施等方面存在进一步提高的空间;爆破作业的规范、防治措施、交通情况等指标属于敏感指标,需要在后续的生产中继续重点管理。

Abstract: In order to improve safety management of open-pit coal mines, with Heishan mine as an example, comprehensive evaluation indicators were developed with 17 sub projects and 52 sub categories from four aspects of personnel factors and management system, slope management and prevention, stope safety management and transportation safety management. Then, index weighting was optimized by adopting quantitative theory, and safety risk assessment of the mine was carried out by using comprehensive index method. The results show that risk status of open-pit mines is influenced by a combination of multiple indicators. In general, the higher the hazard index is, the higher risk level it will have. And there is room for further improvement in its management system in terms of personnel turnover and technical measures for safe operation. Meanwhile, indicators such as specification of blasting operations, prevention and control measures, and traffic conditions are sensitive, and should be taken as focus in management during subsequent production.
